Civilian Component

AUSSOM

The AUSSOM civilian component will comprise 85 personnel to support and coordinate stabilisation and state-building initiatives.

The civilian teams include Mission support, Sector Teams, and substantive units.

Under the AUSSOM mandate, all civilian and uniformed personnel are expected to comply with the standards of conduct, discipline and international law, including humanitarian and human rights law in line with the African Union Conduct and Discipline Framework (AUCF), and co-operate with the UN on the Human Rights Due Diligence Policy (HRDDP).

The mandate further tasks AUSSOM with monitoring conduct and discipline standards, human rights abuses, and humanitarian law violations, and taking appropriate actions such as mitigation, investigation and remediation to ensure accountability.

AUSSOM will also develop mission-specific strategies on protection of civilians and children, as well as training schedules for mission personnel on the AUCF.

The mandate calls for the strengthening of mitigation mechanisms identified in the HRDDP and AUCF, including Civilian Casualty Tracking, Analysis and Response Cell (CCTARC), and urges AUSSOM to operationalise CCTARC across all sectors in collaboration with humanitarian, human rights and protection actors.
