Ambassador Mouktar Osman Kaire officially took office as the Deputy Special Representative of the Chairperson of the African Union Commission (DSRCC) for Somalia and Deputy Head of Mission on 27 July 2025.
Ambassador Kaire brings extensive diplomatic and political experience in peace and security across Africa. Most recently, he served as Regional Desk Coordinator for West Africa at the African Union Commission, where he engaged in high-level strategic interactions with member states and regional organisations, contributing to the AU’s response to political transitions and governance challenges in the region.
Previously, Ambassador Kaire held senior positions within the AU’s Peace and Security Department, where he played a pivotal role in designing and coordinating the African Union’s regional security cooperation frameworks in the Sahel and Horn of Africa. His efforts included supporting the establishment of the Djibouti and Nouakchott processes and operationalisation of the East Africa Fusion and Liaison Unit (EAFLU), which foster regional collaboration among national security institutions.
Ambassador Kaire has also been instrumental in AU diplomatic engagements in Libya and the Sahel, contributing to the organisation’s early warning and preventive diplomacy architecture, and representing its leadership at various high-level international forums.
Fluent in French, Arabic, and English, Ambassador Kaire’s wealth of experience enhances the African Union’s commitment to advancing peace, stability, and state-building efforts in Somalia.
